With the aim of reviewing the latest updates and developments regarding financial control regulations and relevant circulars, and enabling all club companies registered in the financial control system to control, improve and stabilize financial performance and assess the binding rules in these matters and inform all club companies of the developments that happened and being completed through the work of two committees – Central Scouting Team (CST) and Club Participation Agreement (CPA), the Qatar Stars League (QSL), in co-operation with Qatar Football Association (QFA), held a workshop on financial control for the new season (2024-2025) on Tuesday, May 28, 2024, in the presence of a number of members of the Financial Control Committee, legal representatives from the Ministry of Sports and Youth, QFA and representatives of First and Second Division league club companies.
Mr. Hani Taleb Ballan, CEO of QSL, welcomed the attendees and representatives of club companies, stressing the importance of the workshop, which comes in line with the framework of permanent co-ordination and co-operation between the Financial Control Committee and club companies, and as part of preparations for the new football season in addition to assessing all matters included in the mandatory regulation for all club companies.
The agenda was reviewed and a number of topics were discussed, most notably: governance and management, club company budgets and financial plans for the 2024-2025 season, circulating transfers between both the contract budget and the operating expenses budget, and circulating and procedures for settling operational expenses in addition to agents of players and coaches, and the circular issued by QFA, regulations and procedures for the affairs of local professional players.
The work mechanism of CST and its co-operation with club companies, financial control work platform and procedures resulting from violation of financial control regulations were also discussed.
At the conclusion of workshop, clarifications were given for a number of queries and observations raised by representatives of club companies.
